Steam Lines do not always provide on-forwading with their leased containers when going far inland crossing two borders to get to Burundi border crossing. If the shipper has the budget, we will purchase on their behalf a certified sea-worthy shipper own container (SOC), and retrieve it before positioning to Anaheim. A clearing agent at the destination port will provide the port fee, customs fee, any tax or duty & the on-forwarding fee to Burundi.   • 1 Killed, 1 Hurt In Corona Trucking Company Explosion CBS Los ... CORONA (AP) An explosion at a Corona trucking company has killed one man and sent another to the hospital. Corona police Sgt. Kim Velasco says the blast occurred shortly before 2 p.m. Tuesday at National Distribution Services. Velasco says it appears the explosion occurred while a welder was working on a petroleum tanker truck. The blast blew a hole in the roof of the building, but didn t cause a fire. One man was pronounced dead at the scene and a second worker was taken to a hospital, but there s no word on his condition. No one else was hurt. The blast remains under investigation.   • 1 PC of Total Cost of Highway Project for Road Safety By ENS Published: 27th April 2016 09:25 PM Last Updated: 27th April 2016 09:25 PM NEW DELHI: With 1.5 lakh people dying in road accidents annually, the government plans make it mandatory to keep 1 percent of total cost of highway project for road safety measures, Union Minister Nitin Gadkari said today. The Ministry of Road, Transport and Highways (MoRTH) is moving a cabinet note in this regards and it is likely to be approved soon. "We have prepared a policy for setting aside one per cent of the total project cost of any highway project for road safety issues. Government is likely to approve it soon," said Transport Minister Gadkari. The amount collected will be used for implementing road safety measures like fixing accidental spots, installing cameras and lights and on other such issues. The government is committed to reducing the number of road accidents and fatalities by 50 percent by 2020. The ministry is also holding a meeting of Group of Ministers (GoM) headed by Yunus Khan, Minister for Transport, Rajasthan and comprising state transport ministers on road safety and ease of transport on April 29. The meeting will also discuss the new road safety bill which could not be introduced in the parliament due to opposition from some states who said the proposed law encroached on their financial rights. Gadkari had recently said that different lobbies were opposing the Road Transport and Safety Bill, 2015. The bill seeks to come down heavily on traffic offenders and proposes steep penalties of up to Rs 3 lakh along with a minimum 7-year imprisonment for death of a child in certain circumstances, besides huge fines for driving violations.   • 10 Death Spots on Highways in State BHUBANESWAR: The Ministry of Road Transport and Highways (MoRTH) has identified 10 black spots on the National Highways in the State where accidents occur frequently. Seven of these spots are located on NH-5 (Now NH 16) due to error in road designing during improvement of road projects under the Golden Quadrilateral Programme of the National Highway Authority of India (NHAI). The highest number of deaths due to road accident was reported on the patch of road between Govindpur Chowk and Manguli crossing in Cuttack district. As many as 70 deaths due to road accidents were reported during the three-year period from 2011 to 2013. Khandagiri Chowk and Aiginia Chowk are two other major black spots of NH-16 where 36 and 30 people lost their lives respectively in road accidents during the same period. The other black spots identified by the NHAI on the NH-16 include Patrapada, Palasuni and Hanspal within Bhubaneswar limits and Jamjhadi in Balasore district. Kapursingh Chowk and Radhakishorepur Chowk of NH-55 in Cuttack district and Gosala Chowk of NH-53 in Sambalpur district are the other black spots where frequent road accidents were reported. As per available statistics, the number of road accidents in the State from 2003 to 2011 is 6,668; 7,278; 7,593; 7,729; 8,213; 8,181; 8,887; 9,413 and 9,398 while the number of deaths due to road mishap is 2,293; 2,454; 2,549; 2,755; 3,000; 3,079; 3,527; 3,837 and 3,802 respectively during the same period. The State Government has asked the Public Works Department (PWD) to submit a report on the number of road accidents and fatalities occurred during the last 10 years, cause of accidents and measures to be taken to reduce the road mishaps, Minister of State for Commerce and Transport Ramesh Chandra Majhi told this paper. The report will be placed before the State Road Safety Council which, after due deliberation, will suggest corrective measures to be taken by the State Government to ensure road safety, the Minister added. Accidents in the identified black spots occurred due to faulty design as well as removal of some important aspects of road safety measures from the project during execution, said a PWD Chief Engineer on condition of anonymity. Citing some examples, the Chief Engineer said some of the features like pedestrian subway or road over bridge or bridge in the original plan were dropped as some problems cropped up during project execution. This resulted in more fatalities at the identified locations. The Ministry of Road Transport and Highways has also developed a portal seeking public support to identify the black spots on NHs and post the same in the portal.

  • 15 deaths every hour: Why India desperately needs a stringent law on road safety India needs a stringent road safety law Photo: WORLD BANK New Delhi: Leaving road safety [1] to the mercy of gods has been one of India s biggest misfortunes. While the demise of BJP s Maharashtra strongman Gopinath Munde [2] soon after taking oath as a cabinet minister in 2014 was expected to shake things up in terms of the government formulating a law to act as a deterrent to rash driving and the loss of innocent lives, nothing much has moved since then. The result of the apathy has delivered shocking results. Road accidents [3] in India account for the death of 15 persons every hour, the highest number of road accident deaths in the world, data released by Consumer Voice, a non-profit organisation, has revealed. What is worse is the number of injured and rendered disabled as a result of reckless driving resulting in road accidents. In the past decade, over 10 lakh people have been killed in road accidents in India and over 50 lakh have been seriously injured or permanently disabled, data shows. The ramifications of such accidents is not limited to the victims alone but has larger, social ramifications. An alarming number of families fall into poverty after losing their primary breadwinners to such accidents. Numbers suggest that almost 81 per cent of households reduced their income and 56 per cent had to take loans to deal with the impoverishment consequent to the accidents. A comprehensive Road Safety Law with harsher penalties to prevent avoidable deaths and injuries to citizens is an urgent need for India, says Ashim Sanyal, Chief Operating Officer, Consumer Voice. We are hopeful that the government will listen to the appeal from fellow law makers which includes MPs from their own party and introduce the new Road Safety Bill in the current session of Parliament, he said referring to a campaign that seeks early passage of the bill. According to Consumer Voice, 57 Members of Parliament from both Lok Sabha and Rajya Sabha have appealed to the Prime Minister Narendra Modi to pass the long pending bill finalised by Ministry of Road Transport and Highways and is now pending cabinet approval. According to a 2014 report by the Planning Commission, road crashes lead to an annual economic loss equivalent to 3 per cent of India s GDP. At 2015-16 GDP figures, this amounts to a massive loss of Rs 4 lakh crore each year. Safer roads and mobility is also one of the five pillars of the UN Global plan for the decade of Action for Road Safety 2011-2020 . The importance of saving lives on the roads has also been recognized as a Sustainable Development Goal (SDG), which envisions a 50 per cent reduction in road casualties by 2020. Road Transport and Highways minister Nitin Gadkari had observed earlier that the government was willing to implement the law effectively, but there were vested interests opposed to it . The Bill incorporates the global best practices and provides for the creation of a National Road Safety and Traffic Management Authority to look after all issues related to vehicle regulation and road safety. Sign Up 1 (CBS) Nationally, the number of people injured or killed in large truck crashes is on the rise. Now the 2 Investigators have learned that 2,500 trucking companies in Illinois are on a so-called federal watch list because of their record of safety violations. One serious safety category has caused some of the worst crashes in the Chicago area. The issue is fatigued driving: truckers who violate federal regulations that limit the hours they can stay on the road without a break. Instead, they just keep trucking with horrific consequences. An apparently fatigued driver with DND International is charged with causing a crash that killed state tollway worker Vincent Petrella and injured state trooper Douglas Balder earlier this year. The same cause is responsible for a United Van Lines crash that killed State Trooper James Sauter on the Tri-State Tollway back in March of 2013, and another crash that crushed a car between two trucks, killing Mary Maher on Interstate 80 in May 2011. This is a systemic problem in the trucking industry that is wreaking havoc on roads across America every single day, says Maher s family attorney, Robert Clifford. The Maher family has filed a lawsuit charging the truck driver involved in the crash failed to reduce his speed, or have adequate brakes and falsified driving records to conceal he was possibly impaired by fatigue. How dare you kill my mom and take her from me, Jacque Kaminski says. Studies show about 55 percent of the truck drivers are paid by the miles they drive, creating incentives for them to stay on the road for longer periods of time than regulations allow. When we pay them by the mile, as opposed to by the hour, we give them every reason in the world to try and cover more ground, Clifford says. The Federal Motor Carrier Safety Administration tracks the safety records of more than half a million interstate trucking companies. But it lacks the resources to keep tabs on them all. So, they use a computer management system to alert inspectors about companies with excessive violations in one of five critical categories, including unsafe driving, hours of service, driver fitness and vehicle maintenance. Those alerts would come up and then we would pull them back for a roadside inspection, Illinois State Police Master Sgt. Todd Armstrong says. The National Highway Traffic Safety Administration watch list includes 184 Illinois trucking companies that performed poorly in three of the five critical categories and 26 companies that performed poorly in four of the five categories. The companies with the most trucks on the list are: Fore Transportation in Harvey; CDN Logistics in Northlake; U.S. Freightways Logistics in Elk Grove Village; Triple D Express in Elgin and J F Freight Company in Palatine. Armstrong says it s nearly impossible to keep up with the 2,500 Illinois trucking companies on the federal watch list. Obviously we are way understaffed, Armstrong says. Yes,there s technology, but nothing beats an actual body in the position to do those inspections. To cut down on crashes caused by driver fatigue, federal authorities are now proposing a new rule that would require drivers to log their hours electronically. Driver fatigue is what is killing troopers. It s what is killing people on the roadway right now, Armstrong says. Any tool we put in our toolbox is going to help us find unsafe commercial vehicles. Fore Transportation says it s not unsafe. It has successfully challenged many state violations and has passed the last four federal truck inspections. Triple D. Express says it watches its drivers very closely and has been trying to correct problems. The other three trucking companies on the watch list did not respond to CBS 2 s calls.
