Bus companies must pay for treatment of student who lost arm in road accident

The court also issued a rule asking why the companies should not be forced to pay Hossain Tk 10 million in damages. The rule also asked why the court should not instruct the harsh enforcement of pedestrian safety laws, amendment of laws to prevent similar incidents in the future and the issuing of new regulations on the issue. The home secretary, road transport secretary, inspector general of police, the DMP commissioner and four other officials have been ordered to respond to the rule within four weeks.

The High Court bench of Justice Salma Masud Chowdhury and Justice AKM Shahidul Huq issued the rule on Wednesday. Razib Hossain, 22, who is a second-year undergraduate student at Mohakhali’s Titumir College, works as a part-time computer typist. He was on his way to the college from his Jatrabarhi home when the accident occurred on Tuesday afternoon.

Traffic Police Inspector Anwar Kabir, who was near the site of the accident when it happened, told bdnews24.com a BRTC double-decker bus stopped at the SAARC Fountain signal beside Panthakunja around 1:30pm. “A bus of Swajan Paribahan tried to make its way through the vehicles at the signal. One if its passenger’s hand was cut off as the bus got very close to the double-decker.

The severed hand was hanging from the double-decker,” the inspector said. Supreme Court lawyer Ruhul Quddus Kajol filed a writ over the matter on Wednesday and represented the petition at the hearing. Deputy Attorney General Arvinda Kumar Ray represented the state.

“If it is possible for Razib’s hand to be replaced, the two bus companies must also cover the cost.” After the accident, Razib was taken to Panthapath’s Samorita Hospital. Doctors say his right hand was severed above the elbow and led to severe blood loss.

But his condition is now stable. The Swajan Paribahan bus driver fled the scene, said Shahbagh Police Station Deputy Inspector Aftab Ali. Wahid, the driver of the two-storey BTRC bus, was arrested from the scene.

Razib, whose parents have passed away, is the eldest of three brothers.

He bears the cost for raising his younger brothers through his work, his uncle said.
