The Norwegian government has begun a consultation on a proposal to bring in electronic road haulage documentation.Transport and Communication Minister Ketil Solvik-Olsen said that digitising road freight would enable fair conditions in the industry, by improving tracking of cargo that is transported to and from Norway and on its highways.

The proposal entails Norway ratifying extra protocol regarding electronic goods passports associated with the international road haulage convention.

The new system could be integrated with other digital systems used by transport companies, such as tolls payments, fleet management and eCall.
